Summary	0001338: Not correct codepage in locale
Description	When I added items, in the options displayed incorrect codepage. May be cp1251, but my locale codepage utf-8. Language is Russian.
Steps To Reproduce	Set Russian language. Click create wall object. ??????????? (Arch)-> ????? (Wall)
