Summary0002088: "Flashing" background when showing constraints in sketcher
DescriptionWith switching to the quarter based viewer, FreeCAD began to show
a strange graphical behaviour when showing constraints in sketcher.

Oops, sorry about that.
Video is now hosted on Youtube (https://youtu.be/Z3pthkHA2Sk)
Video is rated as "not listed".

Problem is still there with 0.17.
As said, only Windows users with ATI (AMD) Graphics Card experience this problem ...

The relevant information of the video was that:
1. With v0.14 (using SoQt) creation of documents and sketcher worked properly
2. With v0.16 (a developer snapshot replacing SoQt with Quarter) now the creation of a documents feels a bit slower (personal impression)
3. When creating a sketch in the empty document than the background of the constraints icon appears black.
4. When creating a sketch on e.g. a pad then the background of constraint icon appears normally
5. When using the command to add external geometries and hovering over different elements in the 3d view the background of the icons flashes.

So, the questions is if this can still be reproduced with stable 0.16 or 0.17.

@wmayer per @r-frank in 0002088:0007653

So if this issue is hardware related and if it can't be fixed due to perhaps lack of access to said setup with that gfx card, that we label it as a Known Issue for >=FCv0.15 ?

Per @r-frank in http://forum.freecadweb.org/viewtopic.php?f=13&t=10796&p=153027#p153027
Since i can't remember having changed settings on purpose i would assume that an update of the graphic driver unnoticed by me "cured" the behaviour, so case closed as far as i am concerned ...

Thanks for all your efforts ..

Based on that I'm resolving this ticket. @wmayer please remove my name from the 'assigned' field (since I can't do that myself if I resolve tickets).
